A.
Allocations
– The board has on second reading made a recommendation on the number of
schools required to get a second opportunity at state.
B.
Baseball
and softball all stars may wear team uniforms in coach association sponsored
feeder games.
C.
Staff
will develop a schedule modification policy for those sports (where it is
possible) for those with religious restrictions on participation.
A. Fall Eligibility Report. Mike Ritch reported on the fall eligibility hearings. There were 65 cases with 32 hearings and 2 special hearings. 19 cases were denied. 7 cases were appealed to the WIAA, 3 were granted upon WIAA review. 28 of the cases were transfer or residence issues; 16 were exchange students; 14 were seasons limitations. Mike has 15 members on the eligibility committees.
B. WIAA – Mike Colbrese
a. Rep Assembly Action. Classification amendment was, obviously, the major change. We should have numbers for schools for the December board meeting and know which schools will be in each classification. The goal was to try to equalize the number of schools in each. The WIAA board is looking right now at naming the classifications 1B, 2B, 1A, 2A, 3A, and 4A. That decision will be made in December as well. The board will also decide which tournaments will be played at our WIAA sites. There will be basketball tourneys in Spokane, Yakima, Tacoma, and Seattle.
b. Cross Country coaches have requested an extension of the season by one week. The board will hear this on third reading in December.
c. Several leagues are requesting an experiment with ending tied soccer matches by reducing the number of players on the field at one time. The allocations to the Bowling tournament will increase this year to meet the need of the number of schools adding it.
d. Governance Committee. Dealt with both governance and communication. Superintendents have asked for more involvement, so the WIAA brought a group of 17 people together. An amendment to increase the size of the WIAA board will come out of this committee. The floating position between D1, 2, 3, and 4 will be eliminated and 4 additional “at-large” members will be added to balance the board for “positions” in the school, gender, minority representation, geography. WIAA will send memos after each meeting with a list of topics of interests to sups, principals, ADs to increase communication.
e. Summer Activities. Another committee met to discuss what takes place during the summer and make recommendations. The feedback from the meetings with Athletic Directors this fall indicates that they want no change in the start date in the summer, but are open to ending the “contact” time on or around Aug. 1.
f. The state school board is changing its makeup, several being elected and several being appointed by the governor.
g. Eligibility. WIAA can only reverse a decision if there is additional information that was not presented at the District hearings. The district eligibility committees work to help students and families to understand the importance of presenting all material and issues at the first hearing.
h. Ejection Report. WIAA is working on making leagues and districts aware when schools have 5 or more ejections. They would like the leagues and districts to support sportsmanship and the ejection policies. District 2 has two concerns about this: First, all ejections, not just varsity ejections, should be counted toward the Scholastic Cup. Secondly, officials associations are not nearly responsive enough in providing paperwork after an ejection.
i. Rules clinic changes. WIAA is reviewing the procedures for the rules clinics to see if the test allows for a little additional education and an extra hour of Coaches Education Hours. They are investigating the possibility of doing these on line as well.
j. ADs received a CD on steroid use at the AD fall workshop. Would ADs prefer to see the handbook and other items on disk rather than printing? The District Board input was mixed. Some prefer the “book” rather than doing it all online or by disk.
C. Violations
D. Kingco 3A/Metro Meeting Report. Gill James reported that the leagues decided to start and finish each year with a joint meeting. His feeling is that the leagues are benefiting from the conversation and that communication is open and will help the leagues negotiate issues that may occur in the future. Gill also reported on the Kingco Coaches School that will be held in November. The school will be marketed district wide to try to help schools meet the entry-level requirements for a coach. There will be a cost of $20 to participate. The committee asked the District Board to support this with a financial commitment of $1000 to help support this. M/S/P. The committee will provide Sea-King with a budget report after the event.
E. Sea-King Board Reps. Ken Jaffe, University Prep, will be the Principal rep to the board. Luke Syverson, Mt. Rainier Lutheran, will be the SeaTac Rep.
F. Election of 2005-2006 Executive Board President/VP. Annette Duvall will be the President Elect.
G. WSSAAA Report. Stark Porter and Bob Dowding have expressed interest in these positions. M/S/P.
H. Review of 2004-2005 Annual Financial Report. Tabled to next meeting.
I. Review of Oct. 1 Enrollment Figures & State Tournament Allocations.
J. Site Selection for Football/Soccer. There was some discussion of whether the district ought to develop a written policy. No decision at this time.
K. WIAA Insurance – Paid for by WIAA this year again!

Sea-King District 2 Executive Secretary Report: Tom & Marilyn Doyle
A.
Correspondence. WIAA request for a letter
from the district on how we are going to respond to the number of schools with
multiple ejections from our leagues.
Our district is supporting the development of a new coaches school,
which will include segments on sportsmanship.
Emerald City league has already developed a policy that includes
disqualification for all-star or coach of the year honors for a person ejected
from a contest. The board would like to
see the information broken down a little more…what sports were the ejections
in? We would like to then address
issues with specific sports and with the official’s associations in those
sports.

Jack
Reynolds will work on a joint meeting between official’s assignors, district
secretaries, and athletic directors in about February.
