13.1.0 SEASONS - Dance/Drill Team season will begin on the same WIAA adopted date for fall sports, or other beginning date as established by the local school district, and end on the last day of school or other ending date established by the local school district.
13.2.0 SPIRIT COMMITTEE - The Spirit Committee will be comprised of twelve (12) members. Each WIAA District will nominate one member approved by the WIAA Executive Board. The Current Washington State Dance/Drill Team Coaches Association president will be a voting member of the Committee. An at-large member recommended by the WIAA Spirit Committee and approved by the WIAA Executive Board will be appointed. There will be at least five (5) school administrators and five (5) advisor/coaches. The Committee president shall be appointed annually by the WIAA Executive Board President.
13.2.1 The school administrator may be a superintendent, assistant superintendent, principal or assistant principal. Terms shall be for three (3) years, to begin on September 1. At the expiration of a term, the district that has been represented by a team coach/advisor will nominate a school administrator. The district that has been represented by a school administrator will nominate a team coach/advisor.
13.2.2 The Spirit Committee recommends changes in rules to the WIAA Executive Director and acts upon items under the committees' responsibilities and jurisdiction submitted by the Dance/Drill Team Activity District.
13.2.3 The Washington State Dance/Drill Team Association (WSDDCA) Executive Board is an advisory body to the WIAA Spirit Committee.
13.2.4 The chairperson of the Spirit Committee may report at the meetings of the WIAA Representative Assembly.
13.2.5 By June 1 of each year, the Spirit Committee shall submit to the WIAA Executive Board, for their approval, the recommended guidelines to WIAA Districts for the State Conference the following year.
13.2.6 The duties of the Spirit Committee shall be to promote interest and participation in spirit team activities by member schools, determine WIAA District team activities, and promote interest in clinics, invitationals and district events.
13.2.7 The appropriate Activity District will fill vacancies when approved by the WIAA Executive Board.
13.3.0 ELIGIBLE STUDENTS - A student, in order to participate in Dance/Drill Team activities, shall meet and maintain both WIAA eligibility requirements as listed in Article 18 of the WIAA Handbook, with the exception of Article 18.10.0 (Transferring Students,) and local school standards.
13.4.0 QUALIFICATION STANDARDS FOR THE STATE CONFERENCE
13.4.1 Teams must perform in at least ten (10) school events, such as school assemblies, half-time performances, pep rallies, etc.
13.4.2 Teams must participate in at least one (1) school sponsored invitational competition, in which the team must:
13.4.2.a Score at least a 65 (out of possible 100) or higher at an invitational competition, or
13.4.2.b Take first place in an invitational competition involving at least four (4) schools in the category in which that team competed, or
13.4.2.c Attend a four (4) hour (minimum) WSDDDCA-approved clinic of scoring less than 65 at an invitational competition.
13.4.3 During an activity, contestants/groups shall be under the supervision of an advisor/coach or school authorized designee.
13.4.4 Any participating school must be a member of WIAA.
13.4.5 The team must meet WIAA guidelines for safety.
13.4.6 Any contest or event that involves an overnight stay must be approved by the school district.
13.4.7 Middle level school students are excluded from consideration for state events that have high school participants.
13.5.0 SPECIAL EVENTS - Half time shows, community activities and parades are to be considered special events.
13.5.1 During an activity, all groups shall be under the supervision of an advisor/coach or school authorized designee.
13.5.2 Entry and participation in special events must be approved by the school district.
13.5.3 A school may accept cash and/or any award for participating in a special event if the school (See WIAA Article 18.19 Amateur Standing) authorizes such award.
13.6.0 SAFETY - Warm-up and stretching shall precede all practice sessions, pep rallies and games.
13.6.1 When using leaps, drops and other stunts, Dance/Drill Teams must abide by the WIAA State Tournament Regulations (NF Spirit Rules shall apply).
13.7.0 The responsibility and liability of summer and/or out-of-season activities are those of the local school districts and sponsoring individual(s) or organizations.
13.8.0 Attendance at any sanctioned WIAA and WSDDCA sponsored clinic or camp during the season is permissible.
13.9.0 COACHES STANDARDS – Dance and Drill Coaches must meet the Coach Level Requirements (Article 23.3.0).
