15.1.0 MUSIC COMMITTEE - The State Music Committee will be comprised of school administrators and music educators. The WIAA Districts shall nominate the school administrator. The music educators shall be appointed by WIAA through the districts from a list recommended by WMEA. The WIAA Executive Board will select the chairperson. At the expiration of a term, the WIAA District that has been represented by a music educator will nominate a school administrator. A music educator appointed by the WIAA will represent a district formerly represented by a school administrator.
15.1.1 The term "school administrator" defines an educator serving as school administrator, as a supervisor in curriculum or holding some other supervisory position.
15.1.2 The President of the Washington Music Educators Association shall be an ex officio member of this committee.
15.1.3 The Music Committee recommends changes in rules and acts on items submitted by the music WIAA/WMEA Districts.
15.1.4 The WMEA Executive Board is an advisory body to the State Music Committee.
15.1.5 A State Music Committee report may be made to the Representative Assembly.
15.2.0 DIRECTORS MEMBERS OF FACULTY - No school group or individual contestant shall be eligible to represent a school in a contest or meet unless the director/coach is at least a part-time employee of the school district in which they teach and the holder of a valid certificate to teach in the State of Washington.
15.2.1 Special certificates for teachers - When regularly certificated teachers are unavailable, school official may apply to the State Board of education for special certification for teachers of specialized subjects. The issuance of consultant special certificates is limited to (a) persons highly qualified and experienced in fields of knowledge taught in the common schools, (b) instructional functions other than regular teaching, or (c) persons who are identified as possessing competencies in specified fields and who are assigned instructional responsibility for intramural/interscholastic activities which are part of the district-approved program. Such certificates are issued to individuals who are screened by local school district or educational service district superintendents using criteria approved by the State Board of Education and Superintendent of Public Instruction. The Certificate is valid for two (2) years only for the activity specified [WAC 180-250(2)].
15.3.0 SUPERVISION OF GROUPS/CONTESTANTS - During the activity, all contestants/groups shall be under the supervision of a school district staff member.
15.4.0 COMMUNICATION WITH WIAA - The presidents of the Washington Music Educators Association and other appropriate professional organizations shall submit to the Executive Director a roster of state officers, state committees and district officers upon their election or selection to office.
15.5.0 WIAA COMMUNICATION WITH MUSIC ORGANIZATIONS - The Executive Director will submit the list of committee members and WIAA District Committee members to the president of the appropriate state professional organization.
15.6.0 TRAVEL LIMITATION - All events in which school musicians participate shall be subject to the WIAA District or school district rules.
15.7.0 CLASSIFICATION OF SCHOOLS - The classification of schools for interscholastic music contest purposes will be the same as used in athletics.
15.8.0 JUDGING - Sponsors of non-school music events should refer to their local music directors for suggestions of qualified judges.
15.9.0 AWARDS - A school may accept cash and/or any award for participating in a community activity.
15.10.0 WIAA DISTRICT ORGANIZATION - The schools of the state participating in Music will be divided into Activity Districts.
15.10.1 WIAA Districts may be subdivided or joined with contiguous WIAA Districts on approval of WIAA District Boards and the WIAA Executive Board.
15.11.0 WIAA DISTRICT MUSIC COMMITTEE - Each WIAA District shall establish a Music Committee to organize and administer music competitions and festivals, and to encourage clinics and workshops.
15.11.1 The recommended representation on the District Committee shall consist of designated delegates from each of the regions that comprise the district, with at least two music educators appointed by district music directors of the WMEA and two administrators nominated by the WMEA music directors of the district and approved by the WIAA District Executive Board. Also, the WIAA State Music Committee member and any WMEA State officer in the WIAA District are members of the committee.
15.11.2 All school-sponsored music activities involving more than two school districts within the WIAA District shall be approved by the Music Committee of the WIAA Districts before action by the WIAA District Executive Board. Approval remains in effect until a change in organization and/or procedure is made.
15.11.3 Each WIAA District Board shall set the date for all district-level activities and shall insure that all have equal status in all WIAA District activities. These dates must also be coordinated with the dates of State-level activities. All music dates, as well as dates for all other WMEA-approved activities, shall promptly be forwarded to the Executive Director of WIAA, who shall promptly notify all WIAA Districts of these dates. The WIAA District Board shall strictly enforce all dates once established.
15.11.4 The Washington Music Educators Association will act in an advisory capacity to all WIAA District Music Committees.
15.12.0 STATE SOLO and ENSEMBLE CONTESTS - The State Solo and Ensemble Contests will be held under the auspices of the WIAA Music Committee.
15.12.1 See State Solo and Ensemble Contest Regulations.
15.12.2 Contest site and dates are selected and announced each year.
15.12.3 The Music Committee shall recommend regulations for the contests. The Executive Boards of WMEA and WIAA must approve the regulations.
15.12.4 Allocations to the contests are made in accordance to WIAA Executive Board policy.
15.12.5 The WIAA Music Committee shall oversee the State Solo and Ensemble Contests, but the primary operation of the contest shall be the responsibility of the WMEA. All rules and arrangements for the state contests must be approved by the WMEA and WIAA Executive Boards.
15.13.0 7TH AND 8TH GRADERS PARTICIPATION - A high school may use seventh (7th) and eighth (8th) graders in music activities provided approval by the principals has been granted.
